How do I create a quality website without Weebly, Wix, etc?

I am looking to use it at it's most basic features as a blog for the time being but I would like to turn it into a larger site at somepoint with different interactable tools. I'm in highschool for the time being and we don't have a web design course so I just want to use it at the most basic form. Any help would be fantastic!

Update:

I know of HTML and tried to learn and if that's the suggestion just a quick overview on how to get started with that would be great, thanks!

You can do HTML; it's not that difficult. It's how I started out. The trouble is that HTML alone is not ideal for blogs, since you'll have to essentially build a whole new page, and tweak one or two others, just to add one post.

Suggestion: Get one of those low-end blog packages from Blogger or WordPress, use it for the moment, and then when you're ready, move up to the next level.
