Can anyone identify this uniform?

Update:

I hope to identify the specific branch of service. In that time, there was the army and navy as well as state militias. Of course, it might be from a fraternal order or even from the volunteer fire department.

    It is a double breasted coat from the 1800's. Some naval uniforms are based on this idea, but, this coat is not a uniform per se.
