How long does it take to receive a car title in the mail in California?

I am trying to buy a car from a private seller but he had to first change the car back into his name. He did the paperwork about 2 weeks ago now and he says he still hasn't received it. How long does it usually take to receive your title by mail?

    Anywhere from 2 to 8 weeks. The last time I titled a vehicle in California it took two weeks to receive title by mail. The prior vehicle I titled took six weeks to receive.

    second time answering the same question:

    6 to 12 weeks....and maybe longer. Why so long? Because the California DMV is busy issuing drivers licenses and registration to illegal aliens because of Gov. Brown and president Obama's tactic to try to buy their future votes.
