How can I be cited for this?

Ok so my DL was suspended because i had a failure to pay due to a mix up at the court house. My payment plan had gotten messed up and resulted in a warrant and DL suspension. I got all that cleared up and was told to pay $25 and I could get my DL back. Well sadly Penn Dot did not inform me of the suspension until after I was pulled over for a tail light and came back and told me about my license being suspended. Anyways long story short I have a job that's 25 miles away that pays minimum wage in a area with zero public transportation. So I got pulled over again because a different tail light went out. Now I have to pay a driving on a suspended license and without a license. So my question is how can I be cited for driving on a suspended license and driving without a license. I don't see how you can drive without your license on you if it has been suspended.

    You were cited for the suspended licence because it was suspended. You were cited for not having it because you likely didn't have the suspended card. If you did I'd fight the second charge.

    if you look at the cite, it will have the penal code(s) listed, then look them up online

    Its easy - you were cited for the offcnse

    you think they were wrong to cite you then argue your case in court
