I need to find a free program online that creates a database of people with their picture, their name, address and assigns an individual number to each one. kind of like a virtual ID card that I can later search for with their name and last name or individual number.
I think I wasn't clear enough lol
I have a small business and I want to award points to my customers so I want to have a database on my computer with their info and their picture (which helps me prevent theft) and assign them a code so I can later find them easily. I don't want to use excel though, I want an actual program that helps me create something like virtual ID cards.

You are describing a contact manager, address book or "Customer Relations Manager" [CRM] program...
For a basic address book, this appears to be exactly what you want:

For a full-blown CRM program, look at this:
The idea of CRM is like an address book plus keeping notes of when you call them or they call you & reminding you if they need a call about something etc.
That's especially useful if there may be more than one person handling phone calls, so nothing gets missed or duplicated.

Okay. After the update.. How will you interact with this database? I don't think there's anything like that, you can create a database using SQL Server or any database...access might be easier? I don't know of anything that is exactly what you'll need, I would just build it, but how do you plan on inputting the customers information? Do you plan on pulling it from somewhere? And I wonder why you don't want to use Excel, It's free and would do what you need, it doesn't sound like you need anything complicated, if you say why you don't want excel I can maybe point you toward something that has what you think excel is lacking
