Beau Brummell was an iconic figure in Regency England, the arbiter of men's fashion, and a friend of the Prince Regent, the future King George IV. He established the mode of dress for men that rejected overly ornate fashions for one of understated, but perfectly fitted and tailored bespoke garments. This look was based on dark coats, full-length trousers rather than knee breeches and stockings, and above all immaculate shirt linen and an elaborately knotted cravat. Beau Brummell is credited with introducing, and establishing as fashion, the modern men's suit, worn with a necktie.

Firstly, define "best". But in my opinion, the period that had the best fashion is the Tudor period. The Tudor period, saw great change and new ideas in fashion. Early Tudors, dressed more simply and almost medieval. Then when you get into Henry VIII's early reign, women are wearing English hoods to cover their hair modestly, which may not seem like much. However, later on, when Anne Boleyn, returned from the French court and Henry began to fall in love with her, she was setting fashion trends, Tudor women began to wear the elegant French hoods, revealing some of their hair, which was considered very daring. This style stayed in fashion long after Anne died. Then there was the Elizabethan fashion, a ruff around the neck and heavily jewelled gowns with a thought out design, with women wearing their hair pinned in a heart shape. This was long ago, but I think Tudor fashion, women taking their first steps to freedom, helped shape our society today a lot, making it in my opinion the best.

The Adam and Eve period had the best fashion as nobody wore any clothes and the fashion police were not interested in those who wore no clothes, nor were there any fashion magazines to show off clothes, although there were a lot of people who partook of the apple and later they or their children began wearing fig leaves.

I don't know what you mean by "best;" most fanciful, colorful, uncluttered and simple?
As a man, I've always liked the 1920 through 1950. Suites and hats for men. Silk dresses and gowns for women.
