What is Flash Fiction?

When a publisher says "Flash Fiction", what does it mean? How, if at all, is it different from fiction?

One of the classic books containing "flash fiction," or extremely short stories, is "Palm-of-the-Hand" stories, by the Japanese author Yasunari Kawabata. He wrote them throughout the 20th century beginning in 1920.

A "flash" is something that occurs suddenly, or in a very brief amount of time. So, a flash fiction is a type of very short story.
