Depends upon the crime and whether my reporting it would be worth the trouble it might bring. There is generally no requirement to report any crime in the USA.

Depends. If someone is being raped or molested, then no. In fact I'd wait until the person was done in the hopes they would do it next to me.

It depends on the crime. Panhandling is technically a crime where I live. I routinely say 'Good Morning' to a panhandler that hangs out near the parking garage I use when I go to work. As long as he isn't bothering anyone, I don't care.

If I saw someone mugging someone, that would be an entirely different issue.

.....I am a retired idiot. I retired as an idiot, after 69 years, when I ate my own boogers, in a very large shopping mall, about 500,000 people in there. I was an impractical joker in the Greater Columbus area. I was a part time burger flipper in a very ghetto area of my city. We called it the "booger flippers" restaurant in which we put boogers in the the burgers most of the time to cause sickness to our customers.
