Whose drowning without me? What did the woman mean?

I went to Jack In The Box, today. A woman said tom, while I was standing in line, "They're drowning with out you.". I pretended to understand, but I didn't really understand, except that maybe she meant they (whoever she meant) is doing poorly without me. But even if I'm write about that translation, (am I?), I'm not sure who they is.
