Romans 6:7,23 tell us that by dying, sinners pay the wages of sin, and are thereby justified from their sins.
As a result, there is no basis for judgment, until they live again. As Revelation 20:13-15 (KJV) shows, hell is not cast into the lake of fire until the dead are delivered up from hell, so that is not the time for executing judgment against them.
As it says there, they are only judged afterward, and only then is judgment executed, and only upon those who are then found to be wicked. Jesus confirmed this at John 5:28,29, referring back to Daniel 12:2.
Hebrews 9:27 confirms that people are not judged at death, but later.

There is no such thing as a "soul"-- your conscience - that which is YOU ceases to exist when your die.
