ICBMs don't fly flat trajectories over the sea : they get launched into outer space and then come down.

Sure... Unless the ICBM was going to fall right on top of me, there are ways to protect yourself from nuclear effects if you have sufficient warning. I guess, even if it was going to fall right on top of me, I'd like the opportunity to hug my husband when we die.
