How come there is no "reply window" at the bottom of SOME questions--even those with no best answer?
You can add comments to existing answers, but not answer the question yourself---What is going on?

There is a glitch with the Submit button. Refresh the page and try again. You also will not be able to post if you have reached your daily limit or you try to put a percentage sign in your posts, and you will not be able to answer questions if an asker has you blocked.

If the Question is a Week old or Later then the Comment button will not Appear on the Question

over 7 days old or you are blocked - two frequent reasons for now answer window
