Trump doesn't want the American people to pay for it anyway. He wants Mexico to pay for it as part of a larger deal where they benefit enough to justify it from their own perspective. That includes new business, help restraining anti-government criminal insurgents, tribal gangs and drug cartels along with increasing aid & loans based on their performance and loyalty. You can count on ZERO help from Democrats for any of this. Lessening any form of criminal or governmental oppression makes them cringe and break out in cold sweats. It destroys their power base. Encouraging lawlessness, mocking and attempting to thwart existing laws, making 'heroic victims' of lawbreakers and their children, and ignoring the damage to law-abiding citizens is more their political forte.
