No it isn't. You are supposed to answer the question or report it if it is trolling.

Calling people out as they describe it, is considered a violation.

Saying a question is a troll is in theory a "calling out" violation...even when it's obviously a troll. One way to get around this is to simply answer the question, and then if you must, add a sentence like "By the way, this question is the sort of question that gets trolled a lot."

Saying something is a troll doesn't answer the question. To be safer at least answer the question as well as point out that the question is a troll.

No. That would be considered a non answer, which is a violation of the rules.

No. You must answer the question or report it if it's trolling. Telling the other user their question is trolling is already a violation and can get you reported for a non-answer. The information you asked about is already found in the Community Guidelines.

If the user can be identified, then it is a violation for insulting the asker. Also, if that was your answer to the question, it is also a non-answer violation. You can post your own question "Would this question be considered trolling?". Just make sure the post is general enough the user can not be identified, paraphrase the question, or reword it.
