I saw them in San Clemente, but it was by chance. We just happened to be there at a bonfire and suddenly we were like, what is that and there were thousands of them everywhere. San Clemente is open til midnight, so you have less of a chance of getting kicked off. Dana Point is said to have them and you can be on that beach pretty much all night because they have camping on the beach, so they wouldn't know if you were just a camper.

Seal Beach, right below the pier, and San Pedro next to Cabrillo Aquarium are both places to see grunions.
Usually the later you are the better, like closer to 11pm or midnight.

Any sandy beach is recommended. There's nothing like going out in the middle of the night grabbing fish that are spawning with your hands. Enjoy.
