Can I stream footage from a wifi security camera while I'm away. So far my phone has to be connected to the camera via wifi for it to work.?
Also if I set the camera to record while my phone is connected to the camera, will it stop recording once I am out of range?

You should be able to see your video clips while connected to data or wifi. I can with my blink cameras. It is not continuous streaming though.

My D-link IP cams will do that, but there are better performing IP cams on the market. Take a look at Ring or Nest cams and get out your big wallet. Maybe there's a way for you to configure your cams to do that anyway. Look up your IP address of your camera and put that in your address bar in your internet browser and see if it comes up live. Either it will work or say you need to use a compatible browser. Install the app, IP Cam Viewer Basic and set it to see your camera. IP Cam Basic can take up to 6 different IP cameras. That works on my android phone.

Yes, you can stream video to your phone from an IP camera while you're anywhere in the world. If the recording is done by the security system located on site, then it won't matter if your phone is connected or not - the video will still be recorded.

It depends on the "wifi security camera".
Some are set up to transmit video to a local DVR. Some are set up to transmit to a cloud-based server somewhere. In both cases, they are connected to WiFi. For the local DVR recording, if that DVR (or the camera) are not connected to the internet or the DVR or camera are not configured to allow remote connections, then you can see what the camera sees locally, but not remotely. Swann, NightOwl, Samsung and many others make these sorts of systems with local DVRs recording the captured video.
In the case of the cloud-based service, that assumes there is a valid cloud account set up for secure access by your device. Ring, Arlo, Nest and many others make these cloud-video storage devices - which require an account to be set up with them and there is a monthly subscription fee for the video storage.
Since we don't know which "security camera" you are using, it is impossible to provide specific instructions for you to resolve your viewing issue.

If any of the necessary parts of the setup aren't within range, something will fail.
The recording might continue but not get signal, resulting in a segment of blank footage.
Without knowing a lot more about the system, it's difficult to be sure of what will happen.
Here's an idea:
TRY IT!
Test the system for a short time and review the results.
