What's the reasoning for the argument that formally writing into law that Social Security _must_ be funded will destroy it?

It seems as though Fred Thompson once said so, but he did not go into specifics or details, at least on that occasion. How does the argument work?

    without a Balanced Budget Amendment, there's nothing to prevent Congress buying votes by increasing SS payments and thus destabilizing the whole system/economy

    Believe it or not, in the legal world that the government lives in, "must be funded" is not as simple as it is for you and me in the real world.

    It is acutely a complex legal procedure.
