Why are the parents of kid shooters not called out to address country why and how these school crimes happened?

The nation has tried very hard, through the public education system, to separate kids from parents. You remember, "It takes a village to raise a child?" If a crowd is doing it, then no one is responsible.

Addressing the nation is not going to help anything.

They have always been and will always be investigated, and any wrongdoing on their part will be brought to light by media or confession. But many of them are not wholly at fault; increase of events like this in a society indicates a fault in society, in culture, etc.

This isn't an isolated incident. It is the continuation of a growing epidemic.

Or the over 700 black murderers in just Chicago alone every year?

Because they're WHITE! The Trump Administration protects these types.
