The manufacturer of the auto, the companies involved in the supply chain of the sale of the vehicle, the distillery, the companies involved in the sale of the liquor, the operator of the vehicle or his estate,, his insurance company (if any) and the state which licenced a vehicle capable of operating at illegal speeds all bear liability.
