Should Y!A put a limit on how many times a troll can post the same question?

Yes, but Yahoo will not do anything to actually improve this site or make users accountable for what they post here.

    They should

I'm convinced Yahoo don't care a jot about it.

I believe they would be happy simply to close the site down because they do NOTHING to keep the site safe or moderate it properly.

Posting the same thing over and over IS a violation, so should be reported (although that function is working sporadically, SOME things are getting dropped). That's part of the site being Community Moderated. Everyone should be familiar with what is and isn't okay here, and report what they see that violates Guidelines or Terms (of Service).

There isn't anyone reviewing posts before they hit the site (there are simply too many and it would take a huge number of people to review them all, daily), and apparently the spam filter isn't doing it's job correctly either, but then i don't know what criteria have to be matched/met for it to 'catch' something and not allow it to post.

They will once they see how many members leave the site because of that fact alone.

Yes, but it would be cost-prohibitive because it would likely require human intervention at this point. For example: we have three major rate-me trolls who have been asking essentially the same question for at least seven years on this site. If the system prevented repeating the question, they would just rephrase it to override the censor.

Should, yes. Can't or don't. So do your part. Report them. Every time.

That would be nice, but apparently it won't happen.

For the most part Y/A is " self moderated " meaning that it's our responsibility to report SPAM .
