What is "well regulated" intended to describe in this very political sentence?
"A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."
A. Militia
B. State
C. Arms
This seems so basic but some have trouble realizing that "well regulated" has nothing to do with "Arms".

Your.punctuation is wrong
The version of the Second Amendment that Secretary of State Thomas Jefferson approved of has one comma in it and that comma comes after the word State.
If you use the correct punctuation the meaning of the Second Amendment will become clear.

It would be the militia, but a militia was believed to be an army a state could use made up of anyone capable within that state, and for the purpose of fighting back against the federal government if it becomes tyrannical. This would mean the regulation of the militia would come through the state and not the federal government.

A. Militia
A "well-regulated militia" is a militia sponsored or controlled by the government. In the context of the time, each state had its own militia.
As for the phrase's context in the 2nd amendment - it assures the states that they have a right to maintain that militia under the new constitution.
How that context fits with the rest of the sentence, the right to bear arms, has been debated for years.
Some people believe that it guarantees that militia members can own weapons, which was necessary for participation in a militia.
Some believe that the first half of the sentence is obsolete and should be ignored; they quote the second half by itself to argue that the amendment guarantees the right to private weapon ownership.
