Would blue litmus paper remain blue if it was put in water and oil? Or would it change to red?

Blue litmus would change to 'GREEN' when put into water.

Blue litmus would NOT change colour in oil , because there are no hydrogen ion (H^+) present.

If water or oil is neutral or basic (pH = 7 or pH > 7) then it will not change colour, if they are acidic then litumus will change colour to red.

pH is the measure of hydrogen ionization in a solution. The hydrogen atoms in oil molecules do not detach (as opposed to those in plain water or acid solutions), so they do not contribute to a pH change. The blue paper would remain blue.
