    It's a learners permit. You can drive a car under certain conditions like having a licensed driver in the front seat with you. Maybe other conditions too; time of day, number of passengers etc.

    Let's break it down. Temporary = not permanent. Instruction means that you are supposed to be learning something. Permit = permission granted by the state or other entity - in this case, the department of motor vehicles.

    Let's see...why would the dmv grant you permission to learn something on a temporary basis? Maybe to learn to drive?
