So many act as if they think they can force them to go back to living with their families, what if their family is abusing them or making them feel extremely uncomfortable in some kind of way

Not remotely
They think such acts will convince them to move their "residency" to another city or at least to stay out of the business district where they're scaring the customers and tourists.
