Huh? Let's break this down:
1. There are two kinds of scholarship: those provided by the university and those that are awarded by private institutions like a foundation or corporation. You can't find out how much or what type of scholarship a school will give you until you have applied and been admitted to that university.
2. There is a difference between a scholarship (merit-based gift) and financial aid (need-based). Most people get financial aid from the university via a FAFSA application. Again, you won't know what if any financial aid you will receive until you have been admitted to the university.
So, you can feel free to apply for private scholarship funds at any time, but you aren't going to get either scholarship or financial aid award information from a university until after you apply.
