Actual C of E regular attendance is a more meaningful figure, and this was measured at 660,000 in 2015, which is about a fifth of the total for all denominations and around 1-2% of the population. So clearly the Established Church is pretty much meaningless, and so are all the others. 25 million is the figure for baptised members, which includes everyone who has been baptised but never been to church again, so that's a useless figure. It even includes me, who "got done" as a baby just because it was the traditional thing to do and hasn't regularly been to a C of E church for over 30 years. Technically I am still an Anglican but that means nothing for my life.

The trouble is that disestablishment is the knottiest problem known to English legal man. There is a lot of law tying the Church to the state, and there is the problem of who owns the buildings. When a rector or vicar is instituted and inducted, he or she becomes the freeholder of the building, which makes them virtually unsackable. Which is why bishops these days tend to like to make them priest-in-charge instead - then they don't own the building and can be moved more easily. Then you don't have an owner at all and I'm not sure what the legal position is then, or how it works for cathedrals.

At any rate there would have to be a lot of work done on property law. Amongst other things, I should think it would be necessary to set up a body of diocesan trustees in each diocese to legally own all the churches. It could be done - usually, in other denominations, there is a local trustee body that legally owns their church, and in the 1970s, the Methodists decided this was getting cumbersome because you have to rewrite the trust deed every time a trustee dies, resigns or you appoint a new one. So what the Methodist Church Act 1976 did is put the legal ownership in the hands of a corporate body called the Trustees for Methodist Church Purposes, and that solved the problem. They are described as the custodian trustees, and each individual Church Council is the managing trustees and can decide how to manage their building, subject to permission from the custodian trustees for doing anything major to it. So it could be done and part of it is already there - to do anything major to a C of E church, the Parochial Church Council has to apply to the diocese for a faculty that gives permission to do it.

Plus you would have to remove the monarch as Supreme Governor, and because she appoints diocesan bishops, bring in a new method for doing that.

It would be a lot of legal work and nobody much is interested in actually doing it. There are far better things to spend time and money on, so it stays as it is.

One useful thing to do, though, and it would be much easier to do, would be to remove the C of E's right to regulate marriage on its own premises. At present you can get married in the C of E simply by giving notice to the priest, your banns get read out in church for 3 Sundays, then you can have your wedding. To get married anywhere else, you have to give 28 days' notice to a registrar, that gives time for the registrar to investigate that the couple are legally entitled to get married and any foreigner has the right visa, then they issue their certificate and the wedding can go ahead. There have been a few C of E priests who have ended up in prison for conducting illegal "marriages of convenience".
