What is the effect of Judge Gloria Maria Navarro's decision dismissing (with prejudice) the government's case against Bundy and others.?

After more than 20 years of controversy and armed stand-off, much of the case was terminated by Judge Navarro, an Obama appointee. Are the Bundy's now free to graze their cattle on "federal land" without payment of fees? The decision seems narrow, but it may overturn many laws and legal concepts such as individual sovereignty. .

Please read the summary of the case if you are not familiar with it. I am not asking for a general answer based on a theory understood before the decision. There were many aspects of the case. Judge Navarro based her decision based on proprietorial misconduct, but it may have broader implications.
