I really want to buy a Kamen rider ps4 game online then play it on my ps4 here in the u.s. but am I able to play a Japanese ps4 game on a u.s ps4 console?

PS4 games are not region locked, but its DLCs are. So if the game has DLCs and you wanted to use it, then you need to create a PSN ID that matches to the game's region.

As far as I know, Playstation games aren't region locked, so you should be able to.
