As to answering your question I subscribe to the view provided by "David S".

No we should modernise prisons and their regimes to provide a balance of punishment, education and rehabilitation. Purge the drugs out of these places. Obviously we have to send murderers and other violent offenders to prison, but the bulk of the prison population are drug addicts, illiterate, mentally ill or some combination of these factors. They need help and education and post prison support in terms of accommodation and jobs. Otherwise they quickly re-offend and end up back in a cell.
