Trump may be able to use the funds. Rep Andy Harris Introduced the Border Wall Bonds Act of 2018, if passed with the Gov Funding bill it will allow citizens to donate towards the wall.

An important thing to remember about the GoFundMe page is that if they don't reach their goal (which they won't, a billion dollars is way too high) they'll all be refunded. They're not seriously about this, they're just loaning money that they know they're going to get returned.

It is true. All money spent by the federal government must be approved by Congress. Donations received through a gofundme page, or by any other means, become part of the US Treasury and must still be approved in an a appropriation bill passed by Congress before being spent by the executive branch.

No private sector group can build the wall because they will not be able to acquire the property rights without the authority of the Federal Government.

You are correct, Trump can't use any government funds without the consent of Congress, this is not a monarchy and Trump is not a dictator.
