A couple of metres for most people, a couple of miles in the case of Wankerbiker, Prince Charles and Prince Philip both rejected his proposal of a bum.

I don't know about an exclusion zone but in reality, rough sleepers in general need shop doorways to sleep in not sleeping out in the open as they would 'around Buckingham Palace'. I think they'd be moved on from the local Parks.

The royals have ordered that all rough sleepers be arrested if found sleeping within 1000 feet of the palace boundaries.

Not quite as far as Trafalgar Square but, perversely, they like to keep the Manx moron within spitting distance, who would ever have known!?

My guess is within sight (that's a pretty good rule of thumb for most places).
