I heard Retail license is more stabled than OEM, is that true?
I heard that Windows 10 Retail license is more stabled than the OEM license, because you don't have to worry about Microsoft installing games and programs on your PC without your permission regardless of your settings, is that true?

I don't know where you heard that, but that is absolutely false.
There is no difference between an OEM and retail key in terms of functionality; they both work exactly the same way.
Retail keys are more expensive. However, they come with the benefit that you can transfer the key over to a new PC if your old one dies. Additionally, Microsoft will provide support for retail Windows 10.
On the other hand, OEM keys are keys that manufacturers buy in bulk and get a huge discount. These keys are installed by OEMs (Original Equipment Manufacturer like HP, Dell, Asus, Acer, etc). Although these keys are very cheap, they come with the condition that they can only be used on that specific computer. If the computer dies, you cannot transfer an OEM key to another computer. Additionally, Microsoft doesn't support OEM Windows installs. You would have to contact your OEM for support.
