Why was a national emergency called to prevent the import of diamonds from Sierra Leone? That was a crisis in Africa, not in the US.?

    Probably just to keep Africans oppressed like usual, the diamonds would otherwise have sold and they would have made a lot of money from those.  Yes, the crisis is in Africa and no where else.
