Why is circumcision allowed and not considered genital mutilation. It is not common in most countries and found upon except the US?

    It is more common than you think, in many countries.

    It is not considered mutilation because it has no lasting ill effects, and in fact has some benefits, though good hygiene can usually provide the same benefits. I myself have seen the problems that can come from not being circumcised - not that these problems can't be dealt with of course.

    Because it has a strong religious basis for over a billion people. Because it promotes cleanliness and reduces the risk of cancer. In other words, it has definite benefits that can be measured.
