In states that raised the smoking age to 21, can you sell cigerattes if you are under 21 but 18+?

This is a state by state issue, but most don't state any minimum age required for sales. I looked up 3 states and each didn't have a minimum age on the elevated 21 year old requirement, but one (FL) still has the 18 year old minimum on the books which did have a minimum age to sell at 16. I thought it was funny.
