What law restrictions are there against me selling funnel cakes in NC?

So I want to fry up funnel cakes and sell them. I tried contacting the department of agriculture but they weren't clear enough and now I can't get a hold of them over the weekend. You don't need a business license nor inspection from my county health dept. They said I just need to follow rules from the North Carolina department of agriculture and cs. What I would love to do is mix up my own mix with eggs and milk and fry funnel cakes. But if that's not allowed then I will stick to prepackaged done cake mix with water. Anybody know? Will you help?
