Just a quick one really, my gf is in London and is very close to her own country, she met someone from her country there and they took a pic and she’s resting her arms over him and has her neck next to his touching, I wouldn’t been to bothered but is this a bit close for someone whos in a relationship? And also someone commented “cuties” with the heart eyes emoji so I just felt a bit weirded out from this

Some people are just friendly and affectionate without there being any hidden meaning to it. I think you should talk to her about how she feels in her relationship with you. If she asks why, say you weren't sure how to take the pic you mentioned because it looks rather friendly to you.
