Terrorists attack civilians because they think it will destabilize the government.
The people must support the government. The government can not support the people.

The idea is the Citizens will force their governments to bend to the will of the Terrorists.
Best Example of effect working was the Israeli Terrorists forcing the British to leave the colony to them.
Second Best is the Irish IRA and division of Ireland.
Third India is still being affected.
