Do inequalities in army strength cause terrorism? Fighting by the rules of war is death for a weak army. So terrorists attack civilians?

What's your definition of "terrorism"? Is it not terrorism when a "legitimate" government does it?

Violence begets violence. If a large army uses violence to a group of people who cannot defend themselves, sometimes individuals will resort to terrorism, as in killing/maiming people, stating demands, and threatening to kill/maim some more if those demands aren't met.

Most if not all terrorists attacks of the last years were committed by people who saw the US military kill people in their country of origin
