It is fighting robots answering. Not only can they NOT MAKE OUT THE PHOTOS, they also cannot read numbers. So saying 15 messes them up too...and you are giving a more fuller answer to the question which benefits the asker.

I suppose to was to stop the spammers and point gamers.
a lot of people were point gaming by just typing. asdez, or just a bunch of random letters.
so now ya have to type at least 15 random letters......
or type asdez........................... with the extra dots.

Because too many people were answering questions with random letters like "asdf" or "ook."
