They're getting so much better all the time, I think its inevitable eventually. Several Best Picture winners have been almost entirely CGI, so how is that different?
I think Coco could have won Best Picture. That was one of my 2 or 3 most favorite pictures from 2017.

"One Froggy Evening" (1955) got Best Short.
Even The 3 stooges got a best short in '34 for "Men in Black"

Unfortunately, no. Even though plenty of animated movies have deserved to win (The Lion King, Toy Story, Zootopia, etc) the Academy has a profound bias against animated movies. They even created the "Best Animated Feature" category as a compromise to all the people calling out their bias.

They have their own categories. Just like a real life movie will never win Best Animation. See how that works ?

I hope not. The film industry and best picture are about real people and actors.
Animated belongs in a different category altogether.

Disney's Beauty and the Beast (1991) was the first animated movie to be nominated for Best Picture. It lost to The Silence of the Lambs. Then Pixar's Up (2009) lost to The Hurt Locker. Pixar's Toy Story 3 (2010) lost to The King's Speech. Only time will tell if an animated film will ever win the Oscar for Best Picture.
