A city is not actually ever completed or 'built'. And in fact that's what that saying is indicating. Rome is still being built. Bits of cities are knocked down, other bits built and there is only a point at which a group of buildings meets the criteria to be called a settlement, or a village, town or city. So Rome's still not completed. And never will be.

Are you referring to the Roman Republic?
The Roman Empire?
The Holy Roman Empire?
Rome as the seat of the Catholic Church?
I hope you realize that none of these things were built in "days", but over many, many years.
