Is adobe premiere clip and adobe after effects the same thing?

No they "is" not the same thing. Adobe Premiere Clip is a free video editor with limited features that Adobe makes as a way of getting you interested in their products. Adobe After Effects is high end software for profession port-production video work. It includes all kinds of special effects features. It is what they use to make the special effects in Hollywood quality movies.
