If a person receives, a tax return, then they KNOW they filled out the proper forms and qualified for a refund.

You mean paper returns? Only about 10 percent of Americans mail in returns.

People do their own tax returns. If you mean data, people may not know they can get the raw data from the IRS. I did not years ago.
