Does both parties in a fight get suspended even if the smaller kid did not punch back?
A larger kid hits a smaller kid and the smaller pushes the bigger kid away.

In our crazy world, sometimes the victim gets suspended too. It depends on the principal and school district.

I think the one who starts the fight is actually to blame.. let alone the one who is to defend themselves don't hit them back. Self defending is the least they could do.
