most people find getting control of their own habits generally difficult, and some habits they often find harder to change than others
i think getting control of your own habits, whatever they are, is one of the most important things you need to do in life, and it can be the work of a lifetime
generally the only advice i can give you, with a hard habit to break, is to keep it as easy on yourself as possible. yes you have no willpower. yes you are spineless worm. yes we have established this. how to proceed. well, i think all you can really do is... uh... get into the habit... of constantly, continuously, setting *really small goals* for yourself where this is concerned.
like, when you feel like getting wasted, again, saying, ok, i now resolve that, instead of getting wasted *right this instant,* as i would normally do, i shall, instead, just this *one* time, wait a *full 10 minutes!" before further damaging my precious brain that much more
yes that's trivial, obviously. but the point is, you want to keep doing that, over and over, making these stupid, pointless, but *easily achieved* goals for yourself. until you get used to operating that way. until, that is, you have established the *habit* of doing that.
this is how habits work, by repetition. they are really stupid. just like you. sorry just kidding
anyway, once you get used to that bs, you then move on to phase two, which is simply, increasing the wait time from, say, 10 minutes, to say, 15 minutes. or 11 minutes. or 10 minutes and 10 seconds. whatever the hell you can actually stand to handle. until you get used to that.
and repeat. keep increasing the wait period. or keep reducing the amount each time, or however you want to do it
that's all i can tell you. but i do think you can apply the same general template to pretty much anything. most things. probably.
good luck.

You already have your own answer. You have no self-control. Without it, you're doomed to be attached to your addiction.

I smoke weed. I like it. It's legal and readily available where I live. It would be easy to fall into slouching on the couch all day every day but I don't do that. I always force myself to do some kind of exercise, some work, and some kind of learning before I sit back and relax. That's the way I approach it. Everybody has to find their own balance point. But it is good to think of it as a balance situation and not taking any one thing to extremes.
P.S. - A little more internet surfing, and then I'm going to go walk my dog and do a weightlifting workout before I have a smoke. I did my yard work yesterday.
