    What culture is she appropriating?

Hair coloring is found in many cultures so you'd be hard pressed to narrow it down to one. And that's not considering if the colored girl comes from one of those cultures.

Besides, what if we consider dying one's hair AMERICAN culture, and the girl is herself an American citizen. Is she appropriating...her own culture? I think not.

Hair color is the same as clothing choices. It's a reflection of personality, not anything else.

Are you thinking about getting your hair dyed, Hoekom? Wouldn't have thought there would be much of it left at your age.

    "coloured"

I hate your level of racial awareness. You should consider rectifying it.
