You can't legally do this. The filters are there to prevent users from going to sites like porn, viruses, bullying, and what else the sysadmins deemed harmful.
If you are a student, do you want to risk expulsion to surf porn.
For employees, you can be fired for violating the schools acceptable use policy,.

Get hired by the school, then get fired for breaking tgheir network policies.
Only way to break the rules is to be one of the people who makes the rules. Look up Trump or any other politician who had money before their political careers.
