Actually, you can START training at ANY age!  There IS NO AGE LIMIT on flight training.  You just have to find a certified instructor who is willing to work with you. But you STILL need to be at least 16 years old to fly solo, and 17 to earn a private pilot's certificate.

You can start flight training at any time. You cannot solo until you have reached your 16th birthday. You cannot receive a private pilots certificate until you have reached your 17th birthday. A man of my acquaintance did, in fact, solo on his 16th birthday, private pilot on his  17th birthday, commercial pilot on his 18th birthday. His 23rd birthday, if I remember, was on a Sunday and at that time ATP had to take the check ride with an FAA examiner. He took the ride the day before but his ATP MEL was dated on his 23 birthday.

I read about flying and  instruments at 12. I had the basics down by 13.  Built model planes, too. As far as getting a license, I think U have to be 16 in the US.

With no clue where in world you are, my suggestion is find a local small airport and ask for flight schools.  Or go on line to do local area search for one.  A training school might have a program for you.

That is all that can be guessed from just "Title says it all." for details.
