Is there someone whos job it is to help a citizen write a bill for Congress?
So I m very ignorant when it comes to politics or things like this but I was looking stuff up and I read that citizens are able to propose bills to the congressman and it s best that a draft be written to show the congressman in order to convince them that they can edit or change if needbe so I wanted to know if there is someone who can be paid to help with this sort of thing

A lawyer or a law student with some background in drafting legislation should be able to help you. If it's a worthy cause, they might do it pro bono.
